Ok few little tips on this for photoshop. When you have cut out the bit or person you want from a picture to clean up the edges of the cutout go to LAYERS > MATTING > and select DEFRINGE , often this function cleans up edges and fringes.

When resizing and using the FREE TRANSFORM tool to resize, use the corners of the free transform area to resize your image....not the sides. It will bring the image in better and won't looked stretched or out of shape.

I am not sure of the functions to use in Gimp but I am sure it will not be much different.
